The city was officially incorporated in 1883 as the city of Waynesborough.
In the city the population was spread out with 33.3 percent under the age of 18, 10.0 percent from 18 to 24, 24.6 percent from 25 to 44, 17.9 percent from 45 to 64, and 14.2 percent who were 65 years of age or older. The median age was 31 years. For every 100 females there were 78.8 males. For every 100 females age 18 and over, there were 69.8 males.
