Pendleton is a city in Umatilla County, Oregon, United States. The population was 16,354 inhabitants at the 2000 census. It is the county seat of Umatilla County. According to the United States Census Bureau, the city has a total area of 26.0 square kilometers. The population density was 628.3 per square kilometers. There were 6,352 housing units at an average density of 244.0 per square kilometers.
In the city the population was spread out with 23.5 percent under the age of 18, 10.9 percent from 18 to 24, 31.3 percent from 25 to 44, 21.7 percent from 45 to 64, and 12.6 percent who were 65 years of age or older. For every 100 females there were 114.5 males. For every 100 females age 18 and over, there were 116.8 males.
