The population was 11,923 at the 2000 census. It is the county seat of Starr County. The city was founded in 1848. Starr County is a county located in the U.S. state of Texas. Its county seat is Rio Grande City. The county is named for James Harper Starr who had been Secretary of the Treasury for the Republic of Texas. According to the United States Census Bureau, the city has a total area of 19.7 square kilometers, all land. In the city the population was spread out with 33.1 percent under the age of 18, 11.4 percent from 18 to 24, 27.4 percent from 25 to 44, 17.0 percent from 45 to 64, and 11.2 percent who were 65 years of age or older. The median age was 29 years. For every 100 females there were 93.4 males. For every 100 females age 18 and over, there were 88.5 males. Rio Grande City is also known as the city of best geographical environment and has traced its origins back to prehistoric times.
